This behavior often goes back to kittenhood. Young kittens press their paws against their mother while nursing, so the movement is tied to comfort, warmth, and safety. Many cats keep doing it as adults when they feel relaxed or especially settled.

That means kneading is usually a compliment, even when your thighs disagree.
